Schedule A – (Ex. Bear Hollow Village, Canyon Links)
Single Family Residences or Multi Family Residences.
General
- Owners of multi-family units may or may not own property with the dwelling unit.
- Each unit will have a separate lateral and meter.
- Single family homes will have individual irrigation.
- Multi-family units may have common area irrigation and possible individual unit irrigation.
Fees.
- Connection Fee – Same rate as a single family residence according to meter size.
- Conversion Fee, Transfer Fee, and Concurrency Fee per schedule.
- Inspection Deposit. $2,500 per unit. This deposit will be returned when the irrigation system and landscaping are complete and audited.
Water Shares.
- Water shares for each unit will be owned by the individual unit owner.
Common area water shares for irrigation will be owned by the HOA (which is typically the developer, until the project is partially sold).
Schedule B – (Vintage, Jeremy Point, Foxpoint)
Multi Family Residences
General
- Owners own unit only, no property.
- Single lateral and meter to the building.
- Typically10 plex or smaller.

- Typically, the total connection fee will be allocated across all the units in the project, including the connection fee for common irrigation.
- Inspection Deposit will be returned when a building is complete. An amount of deposit equal to the common area irrigation inspection deposits will be retained until the irrigation systems and landscaping are complete.
Water Shares. All water shares will be owned by the HOA (which is typically the developer, until the project is partially sold).
Schedule C – (Redstone, Wal Mart, Grand Summit)
General
- Business: Retail, Office.
- Commercial: Spas, Manufacturing, etc.
- Fractional Ownership (Time Share)
- Nightly Rental
- Hotels
- Institutions: Churches, Schools
- Larger laterals for fire protection.
- Anything larger than ten plex.
Fees
- Connection Fee – $6,860 for first 5 acre feet of water and $823 per acre foot or portion thereof for first building. Each additional building will be $823.00 per acre foot or portion thereof. (9/11/12)
- Equipment Fee: Charge for meters, backflow preventers, curb stop box, and AMR.
- Conversion Fee, Transfer Fee, and Concurrency Fee per schedule.
- Inspection Deposit. Common irrigation will have a separate inspection deposit.
- $2,058 per unit or $39,600 whichever is less.
- $6,860 per building.
- Typically, the total connection fee will be allocated across all the units or the buildings in the project, including the connection fee for common irrigation.
Water Shares. All water shares will be owned by the HOA (which is typically the developer, until the project is partially sold).
Schedule D – Common Area Irrigation* (4/1/15)
General
- Meters for common area irrigation must be located in a space that is protected from freezing and is available for easy access by the HOA or Summit Water.
- An indoor location is preferable for ease of access and to minimize cost.
- Outdoor pits may be used if an indoor location is not possible. The pit must meet SWDC standards, including a drain to daylight, and is constructed at the cost of the developer.
Fees
- Connection Fee: $900 per acre foot or portion thereof.
- Equipment Fee: Charge for meters, backflow preventers, curb stop box, and AMR.
- Conversion Fee, Transfer Fee, and Concurrency Fee per schedule.
- Inspection Deposit: $2,500 per meter. However, if the meter is located inside a building that has already been charged an inspection deposit, this fee will be waived. This deposit will be returned when the irrigation system and landscaping are complete and audited.
- The connection fee will be allocated across all the units or the buildings in the project.
- Water Shares. All water shares will be owned by the HOA (which is typically the developer, until the project is partially sold).
*Exception: Stand Alone Meter Enclosures (4/1/15)
- Meter Enclosures that are not associated with a project that includes building structures.
- Connection Fee: Based on Meter size (Meter, CSB, BFP, AMR and enclosure included).

Schedule E – Infrastructure Performance Bond
General
- Pipe extensions that are not laterals.
- May include pressure reducing stations, hydrants, air vacs, laterals from the main to the property, and isolation valves, etc.
- Installation must comply with SWDC specifications.
- Must be inspected by SWDC.
- Must provide as built drawings.
Fees
- Performance Bond: 125% of cost (contracted bid or engineer estimate).
- Bond may be in the form of cash or bond.
Schedule F – Unmetered Water Use
General
- There are occasional water needs that are not metered by an established meter, especially during construction of major projects. This use must be measured and charged to the user.
- Typically the water need is not substantial and is short-lived.
- The water use must be measured either by load count or by use of a meter provided by SWDC.
- Each applicant for this type of water use must complete the proper forms and be instructed on the use of a meter, hydrant, and the paperwork for tracking.
- Whether the water is taken through a temporary meter or by load count, the applicant will be required to provide a deposit to protect the Water Company against damage or loss to the hydrant or the temporary meter.
Temporary Meters
Fees and Procedure
- $1,500.00.
- Monthly Rental. $200.00.
- Zone charge for measured water use.
- The meters will be read the first week of each month and reported at the second staff meeting of each month.
Load Count
Fees and Procedure
- $1,500.00.
- No monthly rental.
- Charge of $15.00 per load.
- Load counts will be collected weekly but billed monthly.
- Marian will bill for the monthly water use.
- Dave will create a spreadsheet for tracking the load counts. He will update it each month and maintain it in a file in our general files.
- The deposit will be returned if the hydrant has been properly used and there is no damage.
Schedule G – Connection Fee Calculation Sheet
General
- A connection calculation sheet will be prepared for each project. The sheet is to facilitate the charges to the developer/owner when he connects to Summit Water (receives a concurrency letter to get his building permit).
- Use one of the preceding schedules (A, B, or C) to determine the appropriate connection Fee.
Content
- Calculate the connection fee.
- Calculate the cost of all related equipment such as meters, backflow preventers, curb stop boxes, etc.
- Add the cost of other fees such as transfer fee, conversion fee, and concurrency fee.
- Calculate any irrigation needs including connection fees.
- Add the appropriate inspection deposit.
- Calculate the concurrency needs for the project.
- In most cases it will be necessary to calculate the total and divide by the number of units to get a connection fee per unit.
- A copy of this sheet must be given to both Wayne and Pam to assist them in the collection of the appropriate fees and to deduct the appropriate water inventory from our concurrency.
